The United States goes through about 19,600,000 barrels of oil a day, and a barrel of oil is around a $100. In a day, just for oil, we spend $1.96 billion dollars worth of oil, and yes that was with a â€Å"b†. Gas is now up to $3.65 per gallon and is rising. I pay $120 for insurance for one month and I use 8 gallons of gas a week average. That means I spend almost $3,000 a year! I’m only sixteen and that is not even adding all the costs. I could add oil, tires, air filters, battery, and windshield wiper fluid. The list could continue on forever. A person who is auto dependent spends 25% of their income on their transportation (Boelte 2). This shows we need to cut our spending on transportation. On the news I saw that people were buying electric cars and cars that get 40mpg. What people need to do is find a transportation that is suitable for them. When a traveler is traveling a far distance, it gets really pricey. I could pay $600 for a round trip flight and be there in an hour or drive 600miles. In a car with 40mpg, that would only be only $146. More people would rather fly though because they will get there and back. What we really need is something cheap, suitable, and fast. Having bullet trains, car pools, and bike lanes will provide cheaper transportation. People seem to be amazed when they see a high performance car roar down a street. Yes, it may seem like the car is amazing, but when the price comes at hand a driver wouldn’t want to pay for it. I paid $800 for my car because it was reposed. It’s a 1996 dodge neon with only 70,000 miles on it, and gets 32.9 mpg highway at 75mph. Not everyone can get a deal like that, but we need to make a way for transportation to be like the deal I got. A hybrid, electric car, and cars that ... ...th a carpool lane at hand these cars would be saving a ridiculous amount of money. By adding just one lane to the highway Americans will cut spending in half by taking someone with them. Another way to cut spending is by creating a system of super trains. The system would run through each capital. The price of this would be hefty but in time it would pay for itself. Super trains are extremely same and never have had any fatal accidents ever. Speaking of safety, biking on the road isn’t very safe. By adding a bike lane to separate a rider from the road will be safe. A person can ride a bike to any place close and still save money. If a rider rides their bike 5miles a day they can save $600 or more on gas. The rider will stay in shape and save money at the same time. There are many ways to save money and help the environment. So stop wasting money and get to saving.

The claim that the NYPD is becoming trigger-happy cannot really be said conclusively without comparing it to other large metropolitan areas in the United States and when doing so it seems that the answer is, at the present time, no.   In 1999, 11 people died at the hand of an officer in New York, in 2000 it was 41.   1993 had 23 people killed by police that was the same year that David Dinkins was mayor. Now if you compare this to Chicago last year, 2001, 13 people were killed by police with only 10 in 2000. LAPD was the only U.S. city to have the death rates from police shootings fall lower than New York, down from 39 to 6 in between 2000-2001.   But LAPD’s crime reduction still did not match New York, which was drastically lower.   Even with demonstrations and poor poll rating, the number of civilian complaints about the police fell to 4,903 in 1999, the lowest since 1994.   Even though the NYPD is not perfect the trend still predicts that improvement is still happening.   Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚   Some attribute the decline to economics such as lower unemployment or demographics, fewer criminal youths.   No one wants to believe that it could possibly be tougher policing.   A new computerized system that maps the criminality in the city has been given credit by most.   Along with this system and weekly brainstorming meetings among senior police and precinct captains NYPD has been able to predict and locate new outbreaks of crime quickly and find better ways of cracking down on them. Some point to the focus on quality of life crimes like littering and graffiti painting.   Enforcing these types of crime has shown the community that law will be enforced and this has given a clear message.   The changing of how police officers are rewarded for performance has also made a really huge difference.   It switched from rewards for number of arrests to rewards for lower reported crimes. Only until an incident with Patrick Dorismond, who was shot by police in March of 2000 by the street crimes unit, did the NYPD gain a more critical look into if they are trigger-happy.   The unit is a plain clothed police squad that can be sent anytime anywhere.   At the time they were investigating an outbreak of cab drivers who were being murdered.   Another function of this unit is to find illegal weapons.   In New York City it is quite frequent that individuals can become stopped and frisked, but many residents do not like this fact.   It seems that this activity focuses on many blacks and Hispanics. Dorismond was approached by officers from the street crimes unit but because they were in street clothing Dorismond did not realize they were officers and a scuffle began with the result of Dorismond’s fatal shooting.   He was unarmed and the family is searching for answers.   What really hurt the department was when the mayor’s office decided to make public Dorismond’s juvenile record, trying to portray the man as â€Å"no Altar boy† did not go over well with the community and became nationwide news giving the police as being very insensitive. Racial Profiling seems to be at the heart of this problem, the mayor points to studies that the disproportionate number of people accused of crimes come from ethnic minorities and that is the reason why more of those minorities get stopped.   A recent study by Timothy Lynch of the Cato Institute points to the tactics of this policing unit as the problem.   They point out that it is unconstitutional and makes shooting like Dorismond’s a predictable result.   It gives the police â€Å"the mind-set of a soldier† training the unit as soldiers.   Some have said that legalizing guns for citizens and legalizing some drugs could be a solution to eliminate the need for this unit. As you can see there are many openings for improvement in the NYPD and while researching this topic I have found that it is obvious that improvements have been made, but they are slow in coming and in implementing.   Media has played a very important role in keeping this in the public arena, where it needs to be.   It was difficult when the changing of the way departmental review of rewards, such as being rewarded for reduction in crime reports, was implemented and there was much debate on if this would really work.   But now since it has been implemented it has shown great improvement in community safety. Now a focus on racism should be examined closely to fix what is really, in my opinion, at the heart of this controversy.   I think if officers of tomorrow were educated in multicultural terms racism will fade away, like time.   America has had many dark moments in history and hopefully racism will become just a dark moment in the past.   I don’t think that we can actually say that NYPD is trigger-happy, but I do think that acts of racism could be behind the shootings that have happen between the NYPD and its citizens. Many Africans were forced into to slavery, sold to the highest bidder. This is how white Europeans profited so much. Many of the noblemen and their sons were kidnapped and forced to serve as slaves to other merchants. Many Africans pleaded with the king to pass a law that stated, any white man that want to profit from selling goods that wanted to live in Congo would have to inform the three noblemen. If any white man did not comply with these rules and regulations would lose all of their goods. Many merchants claimed they took care of their slaves by not branding the women as hard as the men and discarding the unhealthy ones. The women slaves were also cheaper than the males. On the other hand, French, Portuguese, and English slave owners would not get what they asked for in trade for the slaves. In return, the master would take everything from the slaves, including their clothes and feed them only bread and water three times a day. They had to feed six to seven hundred slaves on board a ship. You can imagine the small rations the slaves were served. Then, the masters would send them to the merchants skin and bones, not in good shape to do the manual labor they would probably have to do. Enslaved Africans were usually kidnapped. Analysis of Japans Economic Structure The Japanese economic structure has always been perceived to be both stable and reliable. Despite periods of difficulty, the rules and regulation surrounding the Japanese banking industry have always attempted to deal with any potential problems and to manage them both on an international and national level. However, there is an argument that the stringent nature of the regulation in itself has caused some problems for the sector, with many banks finding themselves in distressed positions having followed the approaches advocated by the central Ministry of Finance. Prior to the difficulties faced in the 1980s, which will be discussed in greater detail later, the Japanese banks largely followed the guidance of the Ministry and felt safe in the knowledge that there was a safety net in place should they fall into financial difficulties. Japanese banking, as a whole, was not particularly profitable and instead operated a cautious, yet extremely stable service. Despite this approach, the Japanese banking sector hit a substantial crisis in the 1980s, shocking not only those within the Japanese banking system, but also those involved in banking arond the globe. By studying the events that caused this period of difficulty and looking more specifically at the activities of one banking group, in particular, it is hoped that lessons can be drawn from the scenario that will prevent similar events happening again. Background to Japanese Banking The bursting of the bubble in the 1980s did not just come from nowhere; in fact, when the banking system within Japan is studied, for many decades before the bubble burst, it is clear to see that the foundations for this difficult time had been laid some considerable time in advance of the events themselves. Post war Japan took a very segmented and internal approach to banking. Very few transactions were conducted internationally, with almost all financing products being offered to Japanese corporations. This worked in the main due t o the mentality of the Japanese people; they were keen savers, therefore, the banks in Japan had a steady flow of funds available to offer financing to Japanese corporations. As a general rule, city banks offered financing to larger corporations, whereas regional banks offered financing to smaller and more local businesses. In fact, international trading was so low down on the agenda that the government used the Bank of Tokyo in the 1950s and 1960s to deal with the foreign exchange needs of the country and to act as the main foreign representative. Banks within Japan worked together, with the long term credit banks offering completely different services to the commercial banks. The banks were very customer orientated, offering financing at incredibly cheap rates to stimulate the economy, often at the expense of the banks’ profitability. All elements of the banking sector were managed closely by the Ministry of Finance which was largely responsible for all rate setting and ban king relationships. Mergers between banks rarely happened and when they did they were often unsuccessful due to the segregated nature of the different banks, thus making it difficult for companies to merge successfully in terms of culture, administration and ethos.
